YES applies if any 2026 monthly BLS CPI bulletin shows more than 4.5% growth over the preceding twelve months. The official monthly release is controlling and displays one decimal place. Do not make NO final before the December 2026 bulletin; revisions issued before that bulletin can count, while later revisions cannot. If December's bulletin has not appeared by 31 January 2027 at 11:59 PM ET, use the BLS figures already available. If no month exceeds the threshold, NO.
