YES if a transfer restriction on Manchester City FC, imposed because of the Premier League's proceedings against the club over alleged breaches of the League's financial rules, has come into force at or before the moment the Premier League's summer 2027 window officially opens. A transfer restriction means any sanction that stops or limits the club from signing or registering new players in at least one transfer window; a registration embargo and a cap on transfer spending set for this club alone both count. A restriction counts once it is actually in force; one that has been imposed but is suspended, on hold during an appeal, or set to begin only after that window has opened does not count. Money penalties on their own (fines or other financial penalties) do not count. Should that window still be closed on 30 June 2027 at 11:59 PM ET, the answer turns on whether such a restriction has come into force by that moment. Otherwise NO. The Premier League, its independent Regulatory Commission, its Appeal Board and Manchester City FC are the deciding sources; broad agreement among reliable news reports may also be used.
Each percentage is the market’s current estimate of how likely that answer is. A contract settles at 100p if the answer is right and at 0p if it is wrong.
